1. Open the website live with FrontPage
2002/2003.
2. In your root web, highlight the domain name (or IP
address), right-click and select new, folder. Give it a
name that you want the subweb to be.
3. Right-click on your new folder and select "Convert to
Web". Once it is a subweb, you will see a globe on the
folder.
4. Double click on the new subweb to enter it.
5. From the menu, select Tools, Permissions (you should
be prompted for your username and password, enter them
here)
6. Click on "Change Permissions"
7. Select "Use Unique Permissions"
8. ***Important*** Wait 25 minutes for these security
setting to update in the server database.
9. Go back into Tools, Permissions and select Manage
Users
10. Select "Add a User" Give it a user name and
password, and select the role of "Browser". Submit.
11. Now go back into Tools, Permissions, and select
"Change Anonymous Access" and choose "Off" and submit the
change.
12. This will lock the subweb down to either the new user
created, or to your admin account. (Verify by opening the
subweb in a browser)
13. Publish whatever content needed to the subweb.
Note: Anytime a security change has been made to the
subweb, the change takes 2 minutes to be effective. By
default this is 15 minutes, and this was determined to be
intolerable, so the system was altered to a more tolerable
2 minute time frame.

function key inside FrontPage 2002/2003 and search on subweb
for additional information.
